The House Criminal Practices and Procedures Subcommittee has 12-ish gun related bills on the calendar for tomorrow

1. HB1801 by *West. (*SB1615 by *Beavers.)
Handgun Permits – As introduced, provides that “handgun carry permit” may be used interchangeably with “weapon carry permit” where applicable, thereby imposing any rights or duties that apply to persons with a handgun carry permit to persons who carry a lawful weapon. – Amends TCA Title 39, Chapter 17, Part 13.

Handgun Permits – As introduced, exempts holder of handgun carry permit from prohibition against carrying a firearm in any public park, playground, civic center, or other public recreational area or facility. – Amends TCA Title 39, Chapter 17, Part 13.

There are three restaurant carry bills up tomorrow. The first, HB 1807, is the best offering on the plate tomorrow. It is simple, direct, and to the point. No weird provisions about number of meals served or attempts to differentiate between restaurants and bars.

The second, HB 3712, is the worst idea ever. The sponsor is the House Democratic Leader, so that explains that. Anyway, it’s an opt-in for restaurant carry, and it’s a terrible opt in at that. Restaurant owners that wanted to opt-in would have to post this language on their front door:

“NOTICE: Persons authorized by Tennessee Code Annotated § 39-17-1351 to carry a firearm may carry their firearm inside, provided they do not consume beer, wine, or other alcoholic beverages.”

Sounds terribly inviting, doesn’t it?

The last is HB 3125, by the same guys that brought you last year’s semi-successful restaurant carry bill. This is a similar attempt at appeasing everyone and clocks in at 5 pages. It requires you to know that the place you are going to is “licensed as a restaurant by the alcoholic beverage commission.” A violation is 72 hours in jail and a minimum $500 fine. They also change the 8 hour carry permit class to a 9 hour class, adding an hour to tell you that drinking while carrying is bad. Also, that drugs are bad.

It also completely changes the 1359 signage requirements as well. It confuses the crap out of me because it says that the 1359 signage doesn’t apply to carry permit holders, but then says it’s a Class A Misdemeanor if you have a carry permit and carry somewhere with a 1359 sign that serves alcohol. It’s very confusing for me, and I read this crap all the time. No way this would pass the Bonnyman Test.

I’ll be there tomorrow, but don’t expect much live-blogging. My Netbook decided that 14 months was long enough, and ceased functioning on Sunday (it’s a loose power connector on the mobo, and it’s out of warranty. I’ll fix it eventually but no time to do so before tomorrow).

I do have a limited ability to post from my phone, though.
