I mean, hell, when you think about it, all cars are mandated, by law, to have mufflers if they are on public roads. Likewise, why is it so unreasonable to put sound-dampening equipment on a firearm? The federal government should be <em>all</em> about safety and hearing preservation and whatnot... Heh, that is exaclty why I used the word “ability”.
