It does at that… before, unless you opened programs in a specific sequence, you really had no control over where the taskbar buttons ended up, which could be very annoying if you were to ever cover part of the taskbar with another window.
Sure, it is a stupid little feature when you get right down to it, but it makes sense, and obviously does not require much effort to implement. Windows 7 had bloody well better have it.
