Why are beer and wine measured in percentages while almost everything else is in proof?

Well that was too easy. And still does not adequately explain why beers and wines are typically only in percentage, while “hard” liquors include the proof number

Beer and wine are both “under proof”, so must be classified by percentage.
… or I just skimmed the wrong part, and now look the fool.
